BACKGROUND:
About Us: Fred Hutchinson Cancer Research Center, home of three Nobel laureates, is an independent, nonprofit research institution dedicated to the development and advancement of biomedical research to eliminate cancer and other potentially fatal diseases. Recognized internationally for its pioneering work in bone-marrow transplantation, the Center’s four scientific divisions collaborate to form a unique environment for conducting basic and applied science. The Hutchinson Center, in collaboration with its clinical and research partners, the University of Washington and Children’s Hospital and Regional Medical Center, is the only National Cancer Institute-designated comprehensive cancer center in the Pacific Northwest.
About the Department: The Statistical Center for HIV/AIDS Research & Prevention (SCHARP) is part of the Vaccine and Infectious Disease Institute (VIDI) at Fred Hutchinson Cancer Research Center. SCHARP provides statistical collaboration to HIV/AIDS researchers around the world and conducts a complementary program of statistical methodology and mathematical modeling research. SCHARP also collects, manages, and analyzes data from clinical trials and epidemiological studies dedicated to the elimination of HIV/AIDS as a threat to human health.

RESPONSIBILITIES:
Manages and coordinates technical aspects of clinical and laboratory data flows from external research partners through SCHARP systems and is responsible for the integration and delivery of data to SCHARP statisticians and collaborating investigators. The incumbent must skillfully organize SCHARP personnel and software systems including, LabKey, systems analyst/programmers, web application developers, and database developers.

Scope: The incumbent is responsible for independently managing responsibilities mentioned above. Applies technical experience and knowledge in support of research goals. Works with Senior Project Managers, Statisticians and outside stakeholders to ensure that the relevant data are collected and appropriately presented to meet the needs of the research networks.
Duties:

  • Contribute to project planning by developing project proposals, work justifications, and/ or effort estimates. Work with project sponsors, stakeholders and team members to define project requirements, scope, risks, staffing requirements, organization and approach. Forecast long-range data management, collection, and analysis support requirements and develop plans to meet requirements.
  • Coordinate the design, implementation, and maintenance of database systems, data management and web applications.
  • Work with SCHARP section representatives and program collaborators to develop and implement policies, SOPs, Work Practice Guidelines and quality control methods for programming and systems administration functions.
  • Manage programming projects, establishing goals and timelines in consultation with both external users and SCHARP supervisors and managers. Coordinate staff assignments with SCHARP supervisors and monitor activities to ensure that all databases and related systems are developed, maintained, and documented according to timelines and quality standards through project completion.
  • Develop methods by which research requirements for data management, data access and data visualization can be met in situations of limited resources, network downtime, or extremely tight deadlines.
  • Manage requests for changes to scope according to defined change control procedures.
  • Track and manage issues; escalating issues to the appropriate level in a timely manner.
  • Prepare status reports and keep project sponsors, team, stakeholders and others informed of project status and related issues. Participate in management meetings, representing programming staff and systems perspective.
  • Effectively close projects ensuring that all project work has been successfully completed and documented fully.
  • Conform to appropriate quality standards for systems design and documentation
  • Maintain a thorough understanding of department/project/program purpose and goals.
  • Maintain current knowledge of changes and developments in computer hardware and software through participation in professional organizations and/or reading industry journals.
  • Perform other responsibilities as required.


REQUIREMENTS:
Bachelor's degree in related field, Master's degree preferred. Minimum of two years experience managing research data projects. Experience managing multiple projects for the full life cycle utilizing a project management methodology desired. Experience in multiple programming languages and working with immunologic assay and Case Report Form data highly desirable.
Requires excellent written and verbal communication skills and demonstrated ability to work independently, lead projects and to manage competing priorities in a fast paced environment.
